A Seperate State Argument

Why Telangana? Well I may not be the right person to even address this issue, but my voracious reading helped me at-least come out with some interesting arguments and counter arguments.


Why Telangana!

The SRC (State Reorganisation Committee) setup in 1953 was in favour of a separate state of Telangana due to reasons like unwillingness of the people of the region, less developed economy, misgivings about the people of Andhra etc…

Even ‘The Gentleman’s Agreement’ (This agreement provided safeguards with the purpose of preventing discrimination against Telangana by the government of Andhra Pradesh) failed to pacify the feelings of the people and discontent arose within years of integration. Discontent also intensified in 1969, the year when guarantees specified in the agreement were supposed to lapse.

The people still feel left out in terms of budget allocation, allocation of resources like ITI’s, medical colleges, canal water etc. If the comparison between Telangana and rest of Andhra is done you might actually see the difference.

There are other reasons, which, though not sound enough, are being used by politicians to motivate the people: The region has a different dialect, the dialect is made fun of in Telugu movies, culture of the region is being suppressed by Andhraites and media bias(newspapers like Eenadu are trying to suppress the movement)


Why Not!

Well the issue is simply of proper governance. Proper budget allocation, proper development of the region and addressing the grievances of the region should mitigate the burning issue.

Other reasons for separation however are not so convincing. “People have a different dialect” cannot be the sole reason for separation; their language still remains Telugu!

Also reasons like ‘dialect being made fun of in movies’ are very lame. Its pure entertainment, and furthermore, if people of Telangana stop watching such movies no producer will dare to make fun.

Another serious issue which nobody addresses is of Naxalism. AP has been the best state to handle the spread of naxalism. Division into separate state, putting in place a proper administration and policy formation by the states is a tedious task. There is a lot of risk that naxalism may spread its wings again in newly formed states.


Independent Opinion

Looking at the states formed in 2000, Uttarakhand, Jharkhand and Chattisgarh, all have shown an amazing growth in terms of GDP (gross state domestic product). Remember, they were carved out of neglected parts of Uttar Pradesh, Bihar and Madhya Pradesh respectively and all new states are faring better than their parent states.

It also makes sense to divide huge states (like UP) in to somewhat smaller entities which are easier to control and administer.

On the flop side however there is spread of Naxalism in Jharkhand and Chattisgarh, bad policy decision like the adoption of ‘Salwa Judum’ in Chattisgarh, and political upheaval like independent Madhu Koda becoming the Chief Minister and his blatant involvement in many corrupt practices.

With too many state requests rearing their heads after the Telangana chaos, the government would be better off to re-establish a State Reorganisation Committee to look into all such requests. Let sound logic and not the political aspirations of an individual guide the creation of a state!
